Biography
Tore Eriksson began his career in the fire service as a full-time firefighter in 1974 and became a fire officer in 1982. During this period he also worked as an instructor at the Civil Defence College.
In 1986 he started teaching firefighters and fire officers on a range of subjects at the SRSA’s (Swedish Rescue Services Agency) college in Sandö. In 1987 he became a senior fire officer and in 1988 completed a fire engineering course and became head instructor at Sandö College. While there he was part of the team that developed training courses, first for fire development and flash-over training, and later he was responsible for developing Hazmat training courses, which back then meant groundbreaking work in the development of methods, training and exercises with real chemicals, such as, chlorine, sulphur dioxide, ammonia, and LPG.
In 1990 Mr. Eriksson became the Swedish representative for national cooperation between Sweden and Spain and the introduction of Swedish methods there and the conducting of training there, within firefighting and Hazmat. The training courses and field exercises were carried out in several cities, for example, Madrid, Valencia and Gijon. He was the deputy team leader for the Swedish search & rescue team operations in Kurdistan and Iraq; and team leader for one of the two Swedish teams tasked with providing relief for the Kurds that were fleeing from Iraq during the latter part of Desert Storm.
After that, he worked as head instructor at the SRSA College in Roserberg, Stockholm. He has run courses in Bangkok, Thailand for the training of police and fire brigade officers. He worked as an instructor on several PfP (Partnership for Peace) training courses primarily on the subject of emergency planning. He has trained fire officers from Estonia, Finland, Latvia, and Norway. He has also worked as a lecturer and teacher for the OPCW (Organisation for the Prohibition of Chemical Weapons) in Chile and Thailand.
For three years he worked in London as an expert on the IMO’s working party for Emergency Schedules for Ship Firefighting mot Hazardous Materials. For the last ten years he has been working at the SRSA’s head offices in Karlstad. And has there, since 1999, been the head of the section for the development of the integrated decision support system for civil protection - including emergency planning, preparedness and response.
For OCHA-UNEP he led the expert group during operations at a chemical emergency and also during contact with the Venezuelan Government and the UN in La Guaira, Venezuela in 2000.
Following the 11th September attacks Mr. Eriksson joined the Swedish Government’s national CBRN working party as the fire & rescue service expert. And as such was tasked to participate on the NATO working party for the development of CBRN guidelines; and also led one of the four international seminars that have been held on the subject. The result being the drawing up of the CBRN guidelines, which were approved by NATO and are applicable as optional standards for all NATO and partner countries. At the beginning of 2007 Mr. Eriksson was appointed by the Swedish Government as its national representative on NATO’s Civil Protection Committee.
Tore is Cluster Coordinator for the EU PREVIEW project, which covers satellite-based data as a decision-support aid for civil protection (emergency & rescue services). An appointment in which he places great emphasis on increasing the influence ordinary first responders have on the results of the project.
Mr. Eriksson was appointed national representative for the CTIF Hazardous Materials Commission in 1999 and selected as its chairman in 2002. He was re-selected for a second period in the autumn of 2006. He has widened the extent of the Hazmat Commissions cooperation with new organisations, such as, OPCW, NATO and most recently the IAEA. In conjunction with the IAEA Mr Eriksson as a fire & rescue expert contributed to the drawing up of a manual entitled First Responders during Radioactive Emergencies. This manual has been published in 134 countries and is co-sponsored by the CTIF.
